Request for Proposals 2016 (April) – Business Ventures at Port of Hambantota

  1. In pursuance of Government Policy to encourage Private Sector participation in port related business/ industry/ tourism/ leisure activities the Sri Lanka Ports Authority has taken the initiative to lease out lands in Port of Hambantota for such business ventures.
  2. The Chairman – Cabinet Appointed Negotiating Committee (CANC) for and on behalf of the Sri Lanka Ports Authority of Ministry of Ports & Shipping of the Democratic Socialist Republic of Sri Lanka hereby invite sealed proposals from interested parties to establish port related business ventures in the allocated land area and operate enjoying the benefits of port facilities which include deep draft berths, shortest distance to main routes, neighboring international airport, quick connections with hinterland etc.
  3. Interested parties may obtain further information on this RFP process and inspect the RFP Document at the Office of the Chairman to the Project Committee (Chief Manager Marketing & Business Development), Sri Lanka Ports Authority, at P.O. Box. 595, Chaithya Road, Colombo 01, Sri Lanka (+94(0)112399464) or Director – Southern Port Development, Sri Lanka Ports Authority at 45, Leyden Bastian Road, Colombo ((Telephone No.+94(0)112432712 , Fax +94(0)112323024.) from 25th April 2016 till 3rd June 2016 during office hours (from 8.30 am to 4.30 pm) in working days. (Deadline is extended till 24th August 2016)
  4. A complete set of RFP Document can be purchased by interested parties upon submission of a written request on its letterhead and upon payment of a non-refundable fee of Sri Lankan Rupees 50,000.00 plus all applicable taxes per copy from the office of Chief Manager (Supplies & MM), Sri Lanka Ports Authority at 45, Leyden Bastian Road, Colombo 01, Sri Lanka during office hours in working days
  5. Each Proposal must be accompanied by a Bid Bond for the amount US$ 50,000 and in the format given in Annex1 and must be addressed to Chairman – CANC and delivered to the office of Secretary, Ministry of Ports & Shipping, 19, Chaithya Road, Colombo 01, Sri Lanka by not later than 02.00 pm. on 16th June 2016. The Proposals will be opened in public immediately after the last date at the same venue (2.15 pm).
  6. Neither the Sri Lanka Ports Authority nor the Ministry of Ports & Shipping will be responsible for any costs or expenses incurred by Project Proponents in connection with preparation and submission of Proposals.
