Procurement of the Supply, Installation, Testing, Commissioning and Maintenance of 200 Nos of Bell and light level crossing protection Systems to Sri Lanka Railways

  1. Chairman, Standing Cabinet Appointed Procurement Committee on behalf of Secretary, Ministry of Transport & Civil Aviation. Level 7, Sethsiripaya, Stage 2, Battaramulla, Sri Lanka, will receive sealed bids from eligible and qualified bidders and for the supply of 200 Nos. Bell & Light Level Crossing Protection Systems to Sri Lanka Railways. Bidders may submit their bids through an accredited agent empowered by them with Power of Attorney.

 

  1. Bidding will be conducted through International Competitive bidding.

 

  1. Interested eligible bidders may obtain further information and inspect the Biding Documents at the address given below from 9.00 am to 3.00 pm (weekdays).

  1. Qualifications requirement include:
    1. The goods supplied under this contract shall conform to the specifications issued with this Bid.
    2. Copies of ISO 9001:2008 for the design and manufacture of each of the items to be supplied shall be submitted with the offer
    1. Any person who acts as an agent or sub agent, representative or nominee for or on behalf of any bidder shall register himself before submission of bids with Registrar of Public Contracts Sri Lanka, as required by the Public Contract Act No. 03 of 1987. The original certificate of registration shall be submitted with the bid. The bids of those who fail to submit such original certificate will be rejected.
    2. The bidders shall also register themselves immediately after the submission of the bids and prior to the award of the procurement, in terms of the Public Contract Act No. 3 of 1987. The procurement shall not be awarded to any bidder unless such bidder has submitted the Certificate of Registration issued in terms of Public Contract Act to the relevant Procurement Committee.
  1. Complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the address of the Office of the Superintendent of Railway stores, Olcott Mawatha, Colombo 10, Sri Lanka or Sri Lanka Missions abroad up to 3.00 pm (Sri Lanka time) on 13/09/2017 on payment of a non-refundable procurement fee of 100,000/- only or an equivalent sum in a freely convertible currency.
  1. Bids must be delivered to the address below on or before 00 pm on 14/09/2017.
